第５回 日本の向かうべき方向は？ Where should we go?

これらの国と一衣帯水に位置する我が国の場合、グローバリズムの進展がなければ国家として生存し続けることは困難である。安全保障を日米安全保障条約に基づく集団防衛に依存し、市場、資源、エネルギー、食料のほとんどを海外に頼っている我が国にとってグローバリゼーションは生命線である。 日本はグローバリズムの維持・発展の必要性を先頭に立って国際社会に訴えるべきである。このためには、自らの防衛力を強化する、集団的自衛権の行使を当然のこととする、国際的平和維持活動に積極的に参加する、米国にTPP復帰を促す、グローバリズムを基盤とする経済管理や外交方針のビジョンを提示する等々の役割を果たす必要がある。 米欧の現状に鑑みれば、我が国には国際秩序維持のための仲介役を果たす絶好のチャンスが訪れている。７月６日、EUとの間でEPA(経済連携協定)が大筋合意された。これは、保護主義の流れが強まってきた中で、日欧が自由貿易を守る強い意志を世界に発信したことを意味する。また、我が国がグローバリズムのキープレーヤーであることを世界に印象づけた点でも意味があったであろう。 安倍総理には、些末な“モリ・カケ問題や日報問題”に早くけりをつけて、積極的平和外交のもと、世界で名誉ある地位を占めるために奮闘してほしいものだ。

As I mentioned in the introduction, due to Trump’s “America first doctrine” and “seismic shift” in trans-Atlantic relations, the values and the system such as liberalism, democracy, rule of law, open market, collective security which have formed the foundation of the international order after World War II have been charged with danger. The countries which feel really happy watching this situation must be Russia, China and North Korea. For Japan being separated by only a narrow strip of sea with these countries, we in particular cannot expect to continue to exist as a nation without progress in globalism. Globalism is the very lifeline of Japan which relies on collective security under the Japan-U.S. Security Treaty and depends on foreign countries for much of its markets, resources, energies and foodstuffs. Japan should become a leading voice in calling on the international community to help maintain the progress of globalism. For this purpose, it needs to further strengthen the self-defense capability, to clearly uphold its right to collective self-defense, participate in international peacekeeping activities, prompt the U.S. to rejoin the TPP and present its vision for globalism-based economic management and foreign policy, etc. etc. Taking the worsening relationship between the United States and Europe into consideration, a heaven-sent-opportunity to play an intermediary role for maintaining the international order has come to Japan. On 6 July 2017, Japan and the EU announced that an agreement in principle was reached with respect to the Economic Partnership Agreement (EPA). This means that Japan and Europe have transfered the strong will to keep free trade for the world when protectionism has been increasing. Also, this agreement has a meaning in impressing Japan to the world, which is a key player of the globalism. I wish Prime Minister Abe to make strenuous efforts so as to establish an honorary position in the world under his proactive diplomacy, putting an end to the trivial matters such as Kake Gakuen and Moritomo Gakuen scandals and the issue of hiding the daily operations log for the Japanese PKO forces dispatched to South Sudan.
